OPM’s agenda: Governmentwide Pay for Performance
Within the next two years OPM Director John Berry seeks to significantly reform the civil service system with a goal of establishing a governmentwide pay-for-performance system. The new system would be standardized across agencies – praising outstanding performers with larger raises and motivating poor performers to improve their work or risk losing their jobs. Despite the challenges that will be faced, feedback from various groups for exploring reforms has been positive. Other areas for reform in Berry’s agenda include: simplifying the hiring process, work-life balance programs and improving veterans’ performance.
