Some Advice for OPM’s Pay-for-Performance Initiative
As OPM focuses on implementing a government-wide pay-for-performance plan, Rep. Gerry Connolly (D-Va.) has some advice to share. Connolly and The Performance Institute’s Senior Policy Director, Jon Desenberg, participated in a panel discussion which addressed some major issues of the federal workforce: performance management, hiring process, recruitment and retention. Examples of agencies who were on the right path, GAO, and some who have room for improvement, NSPS, were used to convey the dos and don’ts for human resource departments. Both expressed that in order for agencies to implement successful performance management systems, they must slow down.
