The strategic management of human capital involves getting the right people, with the right skills, in the right positions, at the right time, with the right incentives to perform the right function. That's a lot of "rights" to get right.
The Performance Institute's Center for Human Capital Strategy focuses specifically on building the skills and capacities of HR managers and staff to enable them to address the human resources management challenges they confront on a daily basis. The center's area of focus includes: human capital planning; employee performance evaluations and management systems; workforce assessments; hiring flexibilities; compensation reform; recruitment initiative design; performance measurement; and internal change management.
The center studies and identifies best practices for recruiting, retaining and rewarding quality employees in government. Through our interactive trainings, national conferences and strategic consulting services the center provides government agencies with the tools necessary to see true human capital transformation. Center programs utilize the Government Performance Logic Model to ensure that the human resources function within government agencies aligns its activities and work processes with the achievement of mission goals.
In addition to conferences and training sessions, the Institute seeks to broaden the dialogue on government management challenges through the provision of research reports addressing pressing issues, including the federal government's impending human capital crisis. Our study, "Strategic Recruitment for Government," documents ten innovative practices in the area of strategic recruitment and creates a framework for measuring their effectiveness.
