for every federal program—and the
majority of state and local government
programs. These performance measures
must track “outcomes” of government
programs, as well as provide efficiency
and quality metrics for day-to-day
management decision making.
Budget
With budgets under increasing scrutiny
at all levels of government, program
managers are required to justify budgets
with clear performance measures and
performance benchmarks.

Manage
Performance planning and measurement
is now a requirement in all aspects
of government management—with
function-specific performance mandates
covering human resources, information
technology, logistics, financial
management and acquisition. The focus
is now on breaking down individual
management silos to achieve full
integration for improved performance.
Audit
The push is on for greater transparency
and integrity in program management
and accounting in government.
Performance audits are now being
conducted that integrate financial
management and program performance
into a single report on the results of
individual government programs.
Report
Government programs are now required
to prepare “performance reports” for
the public—in many cases they report
individual sets of performance data
to program funders as a condition for
grants or continued funding. A huge
challenge has been how to manage all
the performance data being collected to
provide meaningful information to day-today
managers and policy makers. |
